Whose lotto ticket ? Well, as far as the state is concern it belongs to the person who signed the back of the ticket. Even if the ticket was unproven stolen from an another person. Whoever signs the ticket is the owner and that is it.
However, if a bunch of lottery tickets were stolen from a gas station or some other lottery agent, and reported stolen, the winning tickets are no longer valid. The state knows which tickets are where.Each ticket has a trace number.
